I've had an idea/concept in my mind for a few years now, and I feel like it's quite interesting, and there's lots of potential. No name for it yet, but the 2 main characters are named Talon and Krosshair. (One character doesn't take prevalence over the other. They are equally important).
Let's discuss Batman.
Batman instils fear into his enemies by taking them out one at a time using stealth. This creates the feeling that whatever happens to the enemy is completely in the Batman's hands. In a way it symbolises divine intervention, God's wrath and judgement upon thee. Their fate is in his hands, and they can try to stop it, but nothing will happen.
This of course isn't always the case, but the idea of fear is what separates "Bat"-man from Superman and others.
There's a lot that superheroes can do; some have superpowers, like super speed, flight, super strength, teleportation, mind control. But Batman just has a great intellect and gadgets. But enemies fear him more because of his approach.
My characters, inspired by Batman's stealthy approaches, work together to instil fear.
Now, with 2, and in the dark, similarly looking assassin-esque secret agents, there's a lot that can be done.
For instance, they enter a guarded room with patrolling, armed men. Talon, who is the close range, more vicious of the pair, will sneak off into the shadows, creeping closer to a target. Krosshair, makes himself known in the slightly lit darkness, and pretends to be "bringing judgement". His demonic intervention attracts the attention of a guard, and he pulls the trigger, only to find that Talon has tampered with the gun while he was distracted. No ammo. This guard believes there's only one intruder, and slowly grows more terrified of this enigma. Talon is slumbering in the nearby shadows. Krosshair exclaims, with harmony from Talon, "your time has come", topping of the feeling of dread and demonic presence. Krosshair pulls out his bow and arrow, goggles on, creating glowing, red eyes from a distance, pulls and releases the arrow, purposefully missing the guard by inches from his head. The guard's hair flicks from the force of the shot. Sweating and petrified, he turns to the arrow, pierced to the wall, and turns back to Krosshair. He's gone. Vanished. In reality merely dashed behind a wall or dived into shadows, but the guard is sceptical. Could this be the reckoning? He turns once more examine the arrow, and is confronted by Talon, wearing the same goggles, similar stature, but most importantly, breathing down the guard's fucking neck. "It's over" breathes the guard. "I'm dead, I'm fucked, I'm so gone", now weeping, tears flooding down his cheeks. Talon roars, again in harmony with Krosshair to really emulate the demon they are performing as, the guard runs, screaming, and at this point, might aswell be leaving a trail of urine behind him. The man is so petrified that he's actually running to jump out the window, to either try and escape or kill himself; at this point, either outcome is better than the judgement from the Demon. He ends up running past other guards, crying, screaming, muttering "demon, demon demon", and launches out the window, many stories high. He's gone. And the other guards take note of what just happened. Now they're not just "en guard", but now already petrified of what's to come. They have no idea if there really is a demon, or the guy was just mental.
Now they start patrolling forward, shaking and paranoid. there's real potential for awesome action and violence.
My inspiration comes from Riddick, Batman, and a video game called Naughty Bear... seems a bit different, but the idea is to terrify the other bears so much that they end up killing themselves. And if others bears see it, they become petrified and are likely to do the same.
Anyway, this was an example of the characters and action scenes I'd like to incorporate.
I haven't thought much on other aspects, because I've just been trying to make the explanation work. I think it does.
There's more, defining aspects of the characters. They of course won't always get away with their plans of fear, and they will have to work together and fight properly. They're very capable of this aswell. They also carry each other's "chemical boost". It contains adrenaline, to really refuel them and get them surging with energy, but it also increases their mutant activity. They have mutant genes within them, Talon is ravenous, very strong, his teeth and nails are naturally quite strong, sharp and long, but he's mainly just very strong, fast-ish healing, high metabolism, great reflexes, hearing and smell and more. And Krosshair is similar to Hawkeye, Green Arrow etc, with the bow and arrow and impeccable aim. His mutation gives him perfect eyesight, beyond that of a normal human even without his goggles, great reflexes, acrobatic capabilities, fantastic foresight and reading of future events (enemy patterns and movements etc).
The Chem. Boosts increase all of these attributes to exceptional levels. Talon becomes more wolf like, with super fast reactions, strength, smell, hearing, claws and teeth grow, see in the dark, posture becomes more animal, muscles expand and tighten, and more. Krosshair can actually begin to see slightly into the future, becomes super acrobatic, over-the-top accurate aim, can now see through walls, perfect foresight etc.
So as you can see, the idea of them portraying a Demon isn't far from the truth anyway. They become rather demonic. But the Chem Boosts are not advised, only under extreme circumstances must they be used. The user will become distressed and ill for weeks, like an addiction to drugs.
***Which has actually inspired a story of having to perhaps battle an enemy who's simply addicted to "Boost" as I shall call it for now. Perhaps one of the agency members sells some to a secret buyer for a lot of money on the side, and things grow severely out of hand.
Ooh I'm all excited to think more about this now...
I'm going to have a break now and return soon to write some more story. Specific research on its way too.

Fresh idea. Similar concepts, but the main character has split personality. More to come. This will likely be the settled concept.

After deliberation, my idea has crafted into something different. No ideas have been dropped since the first big change, they've merely transformed and developed.
The setting is a post-apocalyptic, futuristic, fantasy, steam punk universe that we can relate to via gadgets and social conventions, but civilisation is very different. Interesting, futuristic and fantasy weapons and armours. It is the norm to have bandit camps, almost tribe style groups of people. Wars happening everywhere but it's not as depressing and a big deal as our world. State of emergencies of course would be declared in civilisations when necessary of course, survival instinct is the same. Heavily based on video games.
The main character is female. She has/gains a split personality. She has just suffered a major breakup from a man. The intro portrays her inner monologue, saying how she hates men, they keep breaking her heart. She's very bitter, but she's conflicted, she doesn't mean it, and kind of thinks it's her fault too, which upsets and angers her more. She gets shot in the chest plate armour which send her flying back and smacks her head on the wall. She becomes concussed and dizzy.
